Health insurance is important, but when your school does not require you to purchase a specific insurance plan or meet specific coverage requirements, you may have more flexibility to choose an affordable option that fits your needs and budget.

While all five options provide access to the UnitedHealthcare PPO network, their deductibles, medical maximums, copays, coinsurance, and additional benefits vary.

Who Are These Budget-Friendly Plans For?

These plans can be a good starting point for international students whose colleges or universities do not have specific health insurance requirements.

If your school requires particular benefits, minimum coverage amounts, deductibles, maternity coverage, mental health benefits, or other specific provisions, you should always compare those requirements with the policy before enrolling.

But when your school leaves the choice up to you, these plans provide several ways to balance affordability and coverage.

Here’s how they compare

EXPLORER: Flexible Coverage and Deductible Choices

Explorer offers some of the greatest flexibility among the basic options.

Students can choose a medical maximum of $100,000, $250,000, $500,000, or $1,000,000, along with an annual deductible of $0, $100, $250, or $500. The comparison also lists 100% coinsurance and a $25 urgent care copay. Doctor visits, inpatient hospital care, and outpatient surgery are subject to the applicable deductible and coinsurance.

Explorer also includes prescription drug coverage at 80% reimbursement, mental health benefits of $500 outpatient/$10,000 inpatient, and a $250 emergency-room deductible. The plan does not provide coverage for pre-existing conditions or maternity according to the comparison.

One particularly useful feature is enrollment flexibility: the comparison lists a minimum enrollment ranging from 5 days to 365 days.

Consider Explorer if: you want more control over your medical maximum and annual deductible, particularly if you need coverage for a specific period rather than committing to a longer enrollment term.

Patriot Exchange: A Budget-Conscious Option with Pre-Existing Condition Coverage After a Waiting Period

Patriot Exchange provides medical maximum choices of $100,000, $250,000, or $500,000, with deductible choices of $0, $100, $250, or $500 per illness or injury. The comparison lists 90% coinsurance and a $50 urgent care copay.

A notable difference is its treatment of pre-existing conditions. The comparison indicates a 12-month waiting period, whereas several of the other basic options list no coverage for pre-existing conditions.

Patriot Exchange also includes 90% prescription reimbursement, mental health coverage of $500 outpatient/$10,000 inpatient, $100,000 in medical repatriation, $25,000 in repatriation, and $50,000 in medical evacuation.

Consider Patriot Exchange if: you're looking for a relatively straightforward student/exchange plan and value the plan's listed benefits for prescription drugs, medical repatriation, and pre-existing conditions after the applicable waiting period.

StudentSecure Smart: $0 Deductible with Straightforward Copays

For students who prefer knowing what they'll pay for common services, StudentSecure Smart offers a different structure.

The plan has a $100,000 medical maximum and $0 deductible. Within the PPO, the comparison states that the plan pays 80% of the next $100,000.

Instead of applying a deductible to routine physician visits, StudentSecure Smart lists a $75 doctor visit copay and $100 urgent care copay. Inpatient hospital care is $200 per visit within the PPO network or outside the U.S., and $400 otherwise.

Mental health coverage includes $500 for outpatient visits and $10,000 for inpatient mental health, while prescription drugs are covered at 50% of actual charges and are not subject to coinsurance.

Consider StudentSecure Smart if: a $0 deductible and clearly defined copays are more important to you than having a higher medical maximum.

StudentSecure Budget: Higher Medical Maximum with a $0 Deductible

As the name suggests, StudentSecure Budget is designed as another budget-oriented choice, but it increases the medical maximum compared with StudentSecure Smart.

The plan provides a $200,000 medical maximum with a $0 deductible. Within the PPO, the comparison states the plan pays 80% of the next $45,000.

Students have a $50 doctor visit copay and $75 urgent care copay. Inpatient hospital care is listed at $150 per visit within the PPO network or outside the U.S., and $300 otherwise.

Mental health coverage is also broader in structure, with 30 outpatient visits and 30 days of inpatient mental health coverage listed in the comparison. Prescription drugs are covered at 50% of actual charges and are not subject to coinsurance.

Another standout benefit is $250,000 in medical evacuation coverage, the highest medical evacuation amount among the five options shown in the comparison.

Consider StudentSecure Budget if: you want a $0 deductible, a $200,000 medical maximum, and lower doctor and urgent care copays than StudentSecure Smart.

Cromo & Premier: Two Levels with Additional Benefit Options


Cromo & Premier provides another approach to affordable international student coverage.

The comparison lists medical maximum options of $100,000 or $1,000,000, with a $100 deductible per illness or injury and 80% in-network PPO coinsurance. Doctor visits have a $25 copay, urgent care has a $45 copay, and inpatient hospital and outpatient surgery benefits are listed at 80% coinsurance.

This option becomes particularly interesting when looking at Premier benefits. The comparison lists Premier-only maternity coverage up to a $7,000 maximum and $250 in preventive care. Prescription coverage uses copays of $20 for Tier 1, $40 for Tier 2, and $60 for Tier 3.

The comparison also lists a six-month waiting period for pre-existing conditions for Cromo & Premier.

One important consideration is enrollment length: Cromo & Premier has a five-month minimum enrollment, compared with monthly enrollment for Patriot Exchange and the StudentSecure options.

Consider Cromo & Premier if: you value lower copays for routine doctor visits, want the option of a higher medical maximum, or are interested in benefits available under the Premier level.

Which Budget-Friendly International Student Plan Should You Choose?


There isn't one plan that's automatically best for every international student. The right choice depends on how you expect to use your insurance and how you prefer to balance premiums with out-of-pocket costs.

For example, Explorer stands out for flexibility in medical maximums, annual deductibles, and enrollment duration. Patriot Exchange offers several deductible and medical maximum choices plus pre-existing condition coverage after its stated waiting period. StudentSecure Smart provides a $0 deductible and straightforward copays, while StudentSecure Budget combines a $0 deductible with a $200,000 medical maximum and $250,000 in medical evacuation coverage. Cromo & Premier offers lower routine doctor copays and additional benefits under Premier.
